Measure your pup's Y measurement from chest to where you want the girth strap to go.  From that dimension, look at the chest plate picture and select the chest plate that the Y fits INSIDE. 

Chest Plate Selection examples... 

Y = 6" ---> XS 
Y = 7.5" ---> S 
Y = 9" --> S or M
Y = 10" --> M or maybe L

etc.
